Minnesota Federated Humane Societies, "MFHS" is a Minnesota 501(c) 3 non-profit organization with unique and essential duties and powers. See Minnesota state statutes 343.01 and 343.06. Please also see additional essential powers and duties as stated in Minnesota state statutes 343.10, 343.12, 343.29, 346.37, 346.57, 346.58, 346.37, 347.60, 1721.0490, 2500.7050, 9100.0700. MFHS does not currently receive state funding. In order for us to provide these essential services to communities all throughout Minnesota, donations are vital.
In 2023 Minnesota Federated Humane Societies intake professionals received well over 3,500 animal welfare related online submissions, emails and phone calls. Several of those reports then became case investigations requiring several thousand hours, dollars and numerous resources to investigate 323 cases of suspected animal mistreatment, abuse, neglect, torture and cruelty.
Not all cases result in charges and prosecutions. Most do not. The majority of case reports are able to be resolved when the animal custodian becomes lawfully compliant. In 2023 MFHS presented numerous cases to law enforcement and county prosecutors with charging recommendations and restrictions. Of those cases presented, there were varying levels of alleged violations ranging from misdemeanor, gross misdemeanor to multiple felonies. Eight of those cases have been charged and that is a big win for the animals and communities all throughout Minnesota! Those are reports of suspected crimes against animals that may have never come to light and certainly not have been charged.
Without the reports made to Minnesota Federated Humane Societies, without our dedicated administrative and investigations teams, our appointed state humane agents, and without the collaboration of law enforcement and county prosecutors, these individuals would not be held responsible for their crimes and the animals they abused and neglected would still be suffering or worse.
Progress is being made. The work we are doing is impactful and it's vital to Minnesotans. We are making a positive difference. Neighborhoods are made better and safer as a direct result of the services MFHS provides. Thanks to all those who reported suspected animal cruelty, our extraordinary MFHS staff and appointed state humane agents made up of both civilian and Minnesota sworn peace officers trained and educated in animal welfare laws, our law enforcement partners and the prosecuting attorneys all throughout Minnesota, lives are made better, and justice is being served.
We address every single report of suspected animal abuse, cruelty, torture and neglect that we receive. Yet despite our efforts and work, there is more to do. We need your help, and the animals in Minnesota need your help.
We must expand our network of appointed, trained, professional state humane agents to provide service in all 87 Minnesota counties.
For every person who joins our team as a state humane agent (SHA), we invest in their training through the National Animal Care and Control Association. In addition to NACA certifications we offer additional certifications and accredited education and webinars provided by HSUS, ASPCA, Justice Clearinghouse and other professionals. MFHS provides several months of field and in house training specific to Minnesota State Humane Agents. We offer ongoing training and support to help ensure our state humane agents are fully trained and able to investigate all cases of animal abuse and cruelty. We need funding to provide investigative field kits, uniforms and badges for each agent. Training and education is expensive and it is essential that our team members are fully trained.
